The stakes have changed

$1,500,000

Settlement that now requires the company to collect certified weekly payroll from its subcontractors and audit those payrolls at random.

For construction contracts signed on or after July 1, 2026, Virginia law makes general contractors jointly liable with their subcontractors for unpaid wages, on non-residential projects over $500,000 where the general contractor knew or should have known workers were being underpaid (Va. Code § 11-4.6(C)). That gives general contractors a direct reason to scrutinize subcontractor payroll records, and a bad report can put the project relationship at risk.
